Jared’s areas of expertise include construction permitting, erosion control and storm water management, hydrologic and hydraulic modeling, Spill Prevention Control and Countermeasure (SPCC) Plan development and secondary containment design, subsurface site investigations for contaminated soil and groundwater, underground storage tank removal and abandonment, contaminated soil and groundwater remediation, and landfill construction observation and documentation. Mr. Omernik also has municipal experience working for the City of Fitchburg, Wisconsin, and experience working on renewable energy projects (wind and solar) assisting with civil design, on-site quality control, and field engineering.

Kayla Ouellette is a Project Professional in our Tampa office. Her experience includes soil and groundwater investigations (Phase II and III assessments), active remediations involving in-situ methods (air sparging, chemical and bacterial injections) and excavations, and waste removal. Juan Parra is a Senior Project Professional in our Tracer division. His primary responsibility is to assist facilities that use anhydrous ammonia in addressing EPA’s Risk Management Program (RMP) and OSHA’s Process Safety Management (PSM). Those duties include facilitating onsite Process Hazard Analysis studies, Process Safety Management auditing, and Risk Management studies.

      He began his career in ammonia refrigeration shortly after obtaining his degree working at Polar Brewery in Venezuela as an Engineering Services Mechanical Maintenance Analyst. Polar Brewery utilizes an ammonia refrigeration system containing 150,000 pounds of ammonia and is one of Latin America’s largest breweries by volume. After several years of working in Venezuela he relocated to the United States where he continued to work with ammonia refrigeration on a 99,000-pound system at Unilever Ice Cream North America in Henderson, NV as an Engineering Services Maintenance Supervisor. He had responsibilities that included managing the facility refrigeration system, related PSM/RMP Programs and Nevada’s Chemical Accident Prevention Program (CAPP).
      Prior to joining SCS Tracer environmental Juan worked for Lineage Logistics as the Engineering / Maintenance Manager for their 700,000 sf. cold storage facility in Mira Loma, CA. Once again his key responsibilities included managing the facility’s ammonia refrigeration system, PSM/RMP programs and California Accidental Release Prevention (CalARP) program. He additionally managed environmental and safety programs, budgeted and executed capital projects, prepared and managed budgets, achieved significant energy savings, among others.

      Mr. Petro planned, scoped, designed and managed the construction of capital improvement projects worth millions of dollars for the City of Santa Maria.       Ms. Pyle specializes in risk programs for chemical processes – in particular, ammonia refrigeration facilities and water/wastewater treatment facilities. Ms. Pyle has developed EPA Risk Management Program submittal documentation (Risk Management Plans) for dozens of facilities, including developing Executive Summaries detailing each facility’s safety features, management structure, and potential risks associated with the process for EPA review and approval.
      Ms. Pyle has worked with industry groups to develop standardized Process Safety Management Programs (PSM) for industry members to ensure compliance with OSHA’s 1910.119 regulation (Cal-OSHA Title 8, §5189). She has also been involved in auditing facility PSM programs. Ms. Pyle’s experience includes all aspects of preparing documentation for PSM and California’s Accidental Release Prevention Program (CalARP) programs. This includes participating in Hazard and Operability Studies as the team leader, quality control, preparing qualitative risk assessments, and conducting off-site consequence analyses. Her vast experience in developing programs for numerous facilities has generated new approaches and innovative methods for managing and implementing individual PSM programs.
      Additional experience includes preparing Operations Manuals for facilities transferring bulk oil; supporting SCS Tracer’s RECLAIM and Clean Air Act Amendment – Title V permitting programs by developing potential-to-emit and actual emission profiles as well as outlining detailed process flow diagrams for industrial facilities; developing emissions inventories for natural gas storage facilities and refineries; and conducting detailed air quality inspections of industrial facilities in support of developing federal operating permits.
