He began his career in ammonia refrigeration shortly after obtaining his degree working at Polar Brewery in Venezuela as an Engineering Services Mechanical Maintenance Analyst. Polar Brewery utilizes an ammonia refrigeration system containing 150,000 pounds of ammonia and is one of Latin America’s largest breweries by volume. After several years of working in Venezuela he relocated to the United States where he continued to work with ammonia refrigeration on a 99,000-pound system at Unilever Ice Cream North America in Henderson, NV as an Engineering Services Maintenance Supervisor. He had responsibilities that included managing the facility refrigeration system, related PSM/RMP Programs and Nevada’s Chemical Accident Prevention Program (CAPP).
Prior to joining SCS Tracer environmental Juan worked for Lineage Logistics as the Engineering / Maintenance Manager for their 700,000 sf. cold storage facility in Mira Loma, CA. Once again his key responsibilities included managing the facility’s ammonia refrigeration system, PSM/RMP programs and California Accidental Release Prevention (CalARP) program. He additionally managed environmental and safety programs, budgeted and executed capital projects, prepared and managed budgets, achieved significant energy savings, among others.

Mr. Petoyan’s experience has primarily involved landfill gas (LFG) control and recovery; landfill fire containment, control, and emergency response; surface emission monitoring and control; odor detection and management; liquids management, including leachate collection, treatment, and disposal; volatile organic compound (VOC) vapor extraction and disposal; groundwater pump and treat; landfill post-closure monitoring, maintenance, and reporting; data management, validation, and reporting; remote telemetry; compliance auditing; and health and safety program deployment and implementation.

Chris Petro is a Project Manager for our Tracer division, providing technical and managerial support for environmental, regulatory, and land use projects. He has 15 years of experience in planning, engineering, grant writing and construction development. He currently manages projects in SCS’s Central California Compliance environmental services group with offices in Santa Maria and Bakersfield, California.

Mr. Petro planned, scoped, designed and managed the construction of capital improvement projects worth millions of dollars for the City of Santa Maria. He managed development and application of over $5M in county, state, and federal grants, and served as project manager for a two-year development of the City of Santa Maria’s first Active Transportation Plan, a multi-disciplinary plan detailing existing city infrastructure, harmonizing the bicycle, pedestrian, ADA and Safe Routes to School plans by analyzing different metrics (e.g. level of traffic stress, land use criteria) for existing and future infrastructure opportunities including accounting for right of way and zoning constraints. Ms. Pyle specializes in risk programs for chemical processes â in particular, ammonia refrigeration facilities and water/wastewater treatment facilities. Ms. Pyle has developed EPA Risk Management Program submittal documentation (Risk Management Plans) for dozens of facilities, including developing Executive Summaries detailing each facility’s safety features, management structure, and potential risks associated with the process for EPA review and approval.
Ms. Pyle has worked with industry groups to develop standardized Process Safety Management Programs (PSM) for industry members to ensure compliance with OSHA’s 1910.119 regulation (Cal-OSHA Title 8, §5189). She has also been involved in auditing facility PSM programs. Ms. Pyle’s experience includes all aspects of preparing documentation for PSM and California’s Accidental Release Prevention Program (CalARP) programs. This includes participating in Hazard and Operability Studies as the team leader, quality control, preparing qualitative risk assessments, and conducting off-site consequence analyses. Her vast experience in developing programs for numerous facilities has generated new approaches and innovative methods for managing and implementing individual PSM programs.

Austin performs a variety of technical services, including landfill and landfill infrastructure design/permitting, riparian stream bank stabilization, industrial site development/permitting, quarry engineering/permitting, anti-degradation studies, stormwater infrastructure and BMP design, SWPPP/SPCC Plan preparation and certification, odor remediation, floodplain permitting, air permitting and construction quality assurance (CQA). Mr. Quinn has completed criteria pollutant, air toxic, and GHG emissions estimates and inventories, and has prepared numerous permit-to-construct/operate permit applications. He prepares compliance reports, which includes reviewing and maintaining records and regulatory deadlines. He has also completed evaluations and reporting for federal GHG rule and various state GHG rules.

She has extensive experience working for local government and has developed financial sustainability solutions for various general governments, special revenue funds, and utility enterprise funds. Ms. Quinn has an MBA in Finance, and a Bachelor’s Degree in International Economics.

Ms. Quinn’s utility experience includes cost apportionment and rate design for solid waste, recycling, stormwater, water, and sewer. She is also skilled in non-ad valorem assessment development and other taxing/fee programs. Other areas of expertise include fiscal impact analysis and bond feasibility analysis. With her superior financial, business, and analytical skills, she provides clients with exemplary consulting, project facilitation, and financial analysis based upon application of sound financial and economic concepts. Her capability with financial modeling, data analysis, and public engagement is enhanced by her strong skills in Microsoft Excel/VBA and PowerPoint and research methodology and techniques.
Mike Radford is a licensed Professional Engineer with over 10 years of experience in various civil/environmental, landfill/solid waste design, stormwater, and field inspection projects. As a Senior Project Professional at SCS, Mr. Radford has managed design and construction on various methane gas management systems, drainage improvements, landfill closures, and financial assurance analyses. He has a Master’s Degree in Environmental Engineering from the University of Central Florida, and is a licensed Professional Engineer in Florida and Pennsylvania.
